June Federal EPA Registry Updates

Regulation under the Toxic Substances Control Act: Methylene Chloride;
Effective Date: May 5th, 2025;
Summary: A proposed rule for EPA to extend the Workplace Chemical Protection Program (WCPP) dates to allow laboratories to all have the same compliance dates for regulation of methylene chloride. This will help to avoid disrupting normal day to day processes in universities and use of environmental monitoring for cleanup sites and wastewater treatment.;
Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Florylpicoxamid
Effective Date: May 29, 2025;
Summary: EPA is placing a tolerance for residues of florylpicoxamid for crop production, animal production, food manufacturing, and pesticide manufacturing. EPA is working under the Federal Food, Drug, and Cosmetic Act (FFDCA) to establish safety and exposure levels.
Effective Date: Comments are open from now until July 18, 2025
Summary: Notice that EPA is accepting comments for their draft of this year’s National Pollutant Discharge Elimination System (NPDES) ;drinking water general permit (DWGP) for the wastewater treatment plants in EPA Region 8. This will keep track of the applicable effluent limitations and self-monitoring requirements for drinking water treatment processes methods.;
Effective Date: Comments open from Present until August 4, 2025;
Summary: Notice that the EPA is seeking comments on their draft for risk evaluations under the Toxic Substances Control ACT (TSCA) in regards to Dibutyl Phthalate (DBP) and Diethylhexyl Phthalate (DEHP). DBP and DEHP are mainly used as plasticizers in polyvinyl chloride (PVC) and in adhesives, sealants, paints, coatings, rubbers, and other non-PVC plastics.
Effective Date: Comments open from Present day until August 4, 2025;
Summary: Notice that the EPA is collecting comments on their Air Emissions Reporting Requirements (Renewal) (AERR). The AERR works with the previous set up rules with the Clean Air Act (CAA) to collect data for all point and nonpoint sources of air pollutant emissions. ;
Effective Date: June 9, 2025;
Summary: EPA’s new rule to change the reporting deadline to the Toxic Substances Control Act (TSCA) Health and Safety Data Reporting rule for manufacturers and importers for 16 specified chemical substances to submit unpublished health and safety studies. Changing this deadline will ensure consistency with companies reporting data and EPA incorporating it with TSCA.;
Effective Date: Comments open from Present – August 8, 2025 ;
Summary: A proposed rule for the EPA to apply pesticide tolerance levels with the Federal Food, Drug, and Cosmetic Act (FFDCA) ;and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to ensure it meets given standards. This is geared towards Crop production (NAICS code 111), animal production (NAICS code 112), food manufacturing (NAICS code 311), and pesticide manufacturing (NAICS code 32532).;
Significant New Use Rules on Certain Chemical Substances (23-3.5e)
Effective Date: August 12, 2025;
Summary: Final rule updating protocol for companies to submit paperwork for chemicals previously submitted through premanufacture notices (PMNs) and/or EPA Order if they want to use it in a new way. Significant new use rules or (SNURs) will be submitted to EPA and TSCA for review and approval before companies/manufacturers can use/import/process these chemicals so risks can be evaluated.;
Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Vadescana Double-Stranded RNA
Effective Date: June 16, 2025
Summary: A final rule of EPA and the Federal Food, Drug, and Cosmetic Act (FFDCA) to exempt a maximum permissible level for residues of Vadescana double-stranded (ds) RNA in or on honey/honeycomb. Any dietary risk from Vadescanna to human health is considered negligible based on testing.
Effective Date: Comments open from present until August 8, 2025
Summary: A proposed rule with the EPA and Clean Air Act (CAA) with changes for their 2026 and 2027 Renewable Fuel Standard (RFS) for cellulosic biofuel, biomass-based diesel (BBD), advanced biofuel, and total renewable fuel. Along with other changes to the RFS program which includes reducing RINs (Renewable identification numbers) and removing electricity under the RFS program (eRINs).;
Repeal of Greenhouse Gas Emissions Standards for Fossil Fuel-Fired Electric Generating Units
Effective Date: Comments from now until August 7, 2025; virtual public hearing on July 8, 2025;
Summary: A proposed rule by EPA to cut a specific set of standards in regards to emission guidelines that are climate related and carbon captured. This is an alternative proposal to their initial claim for the Clean Air Act (CAA) to conclude whether or not greenhouse gas (GHG) emissions from fossil fuel-fired power plants are contributing to dangerous air pollution.;
Significant New Use Rules: Certain Chemical Substances (24-2.5e)
Effective Date: August 22, 2025;
Summary: A final rule by EPA in regards to significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA). Companies are required to notify EPA at least 90 days before use of chemicals that are previously recorded as premanufacture notices (PMNs) or an Order by EPA.;
Risk Evaluation under the Toxic Substances Control Act: 1,1-Dichloroethane
Effective Date: June 17, 2025
Summary: Notice by EPA announcing that 1,1-dichloroethane does pose a risk to human health in three conditions of use that are risks to workers according to risk evaluations under (TSCA) the Toxic Substances Control Act.;
Effective Date: June 24, 2025;
Summary: A final rule to the EPA and Federal Food, Drug, and Cosmetic Act (FFDCA) to get rid of setting a maximum permissible level for residues of Pepino mosaic virus, strain LP, isolate VX1 and Pepino mosaic virus, strain CH2, and isolate VC1 if used with label directions and good agricultural practices.;
