National Emission Standards for Hazardous Air Pollutants: Integrated Iron and Steel Manufacturing Facilities Technology Review

Effective Date: final rule is effective on July 2, 2025; comments open until August 1, 2025

Summary: Rule given by the EPA for revision of compliance deadlines for Integrated iron and Steel Manufacturing Facilities’ standards related to the National Emission Standards for Hazardous Air Pollutants (NESHAP). EPA is ensuring that facilities will be able to comply before current deadlines in regards to maximum achievable control technology to address unregulated emissions of hazardous air pollutants and the growth of their processes and control techniques.;


National Priorities List

Effective Date: August 4, 2025;

Summary: Final rule adding three sites to the General Superfund section of the National Priorities List (NPL) according to the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The three sites being added include Historic Potteries in Trenton NJ, Carlisle Village Cleaners in Albuquerque NM, and J.H. Baxter in Eugene Oregon.;


Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Residues of Pesticide Chemicals in or on Various Commodities (February-May 2025)

Effective date: Comments open from present until August 4, 2025;

Summary: Proposed rule for filing of petitions and comment requests in regards to modifications for residues of pesticide chemicals. There are 25 petitions included in this article and one from Yuma Arizona that is seeking for no tolerance needed for the herbicide WDT-1 in agricultural commodities or processed food.


Renewable Fuel Standard Program: Partial Waiver of the 2024 Cellulosic Biofuel Volume Requirement

Effective Date: September 5, 2025;

Summary: Final Rule from the EPA to adjust the percentage standard and dismiss the 2024 volume requirement under the Renewable Fuel Standard (RFS) due to a cellulosic biofuel production shortage. No other changes to the 2025 RFS standards are to be made since there was an abundance of advanced biofuel and total renewable fuel in 2024.;


National Emission Standards for Hazardous Air Pollutants: Coke Ovens; Pushing, Quenching, and Battery Stacks, and Coke Oven Batteries; Residual Risk and Technology Review, and Periodic Technology Review

Effective date: final rule is effective on July 8, 2025 but comments are open from present date until August 7, 2025;

Summary: Final rule from the EPA for revisions to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for the Coke Oven Batteries (COB) and the COke Ovens: Pushing, Quenching, and Battery Stacks (PQBS) categories. The petitions under this rule include fenceline monitoring, maximum achievable control technology (MACT) standards, leak limits for doors, lids, and offtakes, and requirements for oven doors at HNR facilities.;


Reconsideration of the Dust-Lead Hazard Standards and Dust-Lead Post-Abatement Clearance Levels; Correction

Effective Date: July 9, 2025;

Summary: Final rule from the EPA about corrections to lead-based paint (LBP) regulations by restoring inadvertently deleted text pertaining to 40 CFR 745.227(e)(8)(v)(A) through (C) . This relates to work practice standards for lead-based paint activities, specifically with housing and child-occupied facilities.;


Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Acetamiprid

Effective Date: July 16, 2025, objections/requests must be received on or before September 15, 2025;

Summary: Final rule from the EPA about creating a maximum permissible level for residues under the Federal Food, Drug, and Cosmetic Act (FFDCA) and the American Spice Trade Association. The petition was centered towards residues of the insecticide acetamiprid in or on pepper at 0.1 ppm and 2.0 ppm for various spices including ambrette seed, poppy seed, sesame seed, mustard seed and many more that are included in the docket.;


Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Triclopyr;

Effective Date: July 16, 2025, objections/requests must be received on or before September 15, 2025

Summary: Final rule from the EPA for a tolerance on residues of triclopyr (metabolites and degradates) under the Federal Food, Drug, and Cosmetic Act (FFDCA). A tolerance of 0.07 ppm will be aimed towards metabolites and degradates of triclopyr in or on imported commodities in orange subgroup 10-10A.;


Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Cypermethrin

Effective Date: July 17, 2025 and objections/comments must be received on or before September 15, 2025;

Summary: Final rule from the EPA with conjunction with the Federal Food, Drug, and Cosmetic Act (FFDCA) and the United States Department of Agriculture (USDA) for a maximum permissible level to be set for residues of cypermethrin (CASRN 52315-07-8) that is found on food commodities of durian. Taking into account toxicology levels, exposure assessment and safety factors, the decided upon level for metabolites and degrades of cypermethrin will be limited to 1.0 ppm.;


Significant New Uses: Certain Chemical Substances (24-3.5e)

Effective date: September 15, 2025;

Summary: Final rule from the EPA with the Toxic Substances Control Act (TSCA) for significant new use rules (SNURS). The chemical substances under review include 721.12043 through 721.12076 and to revise some proposed SNURs that are listed in the document.;


Regulations Related to Project Emissions Accounting: Prevention of Significant Deterioration and Nonattainment New Source Review; Withdrawal

Effective Date: July 21, 2025;

Summary: EPA has withdrawn the proposed rule, “Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NNSR): Regulations Related to Project Emissions Accounting” that was published in May of 2024 after insufficient justification was deemed under the Clean Air Act (CAA). This rule was geared towards enhancing the NSR program that required permits before beginning construction on stationary sources of air pollution areas and that comments stated it would only create additional burdens instead of improvement.;


Hazardous and Solid Waste Management System: Disposal of Coal Combustion Residuals From Electric Utilities; CCR Management Unit Deadline Extension Rule

Effective date: January 22, 2026;

Summary: A direct final rule from the EPA to create an alternative option for operators of coal combustion residuals (CCR) facilities to comply with the facility evaluation report (FER) Part 1 requirements and extending other compliance provision deadlines. Instead of the facility completing the facilities evaluation in two steps with separate deadlines, this rule will allow operators to concurrently work on the two parts and submit under one deadline.


Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Afidopyropen

Effective Date: July 23, 2025 and objections/comments must be received on or before September 22, 2025;

Summary: A final rule from the EPA to establish a maximum permissible level for residues of the insecticide afidopyropen in or on lettuce under the Federal Food, Drug, and Cosmetic Act (FFDCA) from the Interregional Research Project #4 (IR-4). The new levels will be at 7 parts per million (ppm) for metabolites and degrades in or on lettuce leaf and for leafy greens it will be at 2 ppm.;


Agency Information Collection Activities; Proposals, Submissions, and Approvals: Asbestos-Containing Materials in Schools and Asbestos Model Accreditation Plans

Effective date: comments must be received on or before September 22, 2025;

Summary: Notice from the EPA for public comments on the Information Collection Request (ICR) about Asbestos-Containing Materials in School and Asbestos Model Accreditation Plans that will get submitted to the Office of Management and Budget (OMB). ;


Pesticide Tolerance; Exemptions, Petitions, Revocations, etc.: Pyroxasulfone

Effective date: July 29, 2025 and objections/comments should be received on or before September 29, 2025;

Summary: Final rule from the EPA for tolerances on residues under the Federal Food, Drug, and Cosmetic Act (FFDCA) for the pyroxasulfone. A permitted level of the metabolites and degradates in or on the Nut, tree, group 14-12 is at 0.07 ppm, for fruit, vine climbing (except fuzzy kiwifruit) in the subgroup 13-07F is also at 0.07 ppm and the almond hulls are at 0.15 ppm.;

Effective date: September 29, 2025

Summary: A final rule from the EPA for establishing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA). The chemical substances under review include 721.11894 through 721.11924 and to review processes for microorganisms under 725.1082.;
