Summary: ;The final rule corrects the calculations for the phase down of hydrofluorocarbons.;

Federal Register :: Renewable Fuel Standard (RFS) Program: Standards for 2023-2025 and Other Changes;

Summary: This ruling provides the applicable volumes and percentages for years 2023-2025 for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel. The rule also includes judicial remand for 2016 standard setting rulemaking and made some regulatory changes within the RFS program.;

Summary: The EPA is rescinding the rule.;

Federal Register :: Addition of Diisononyl Phthalate Category; Community Right-to-Know Toxic Chemical Release Reporting;

Summary: ;”The Environmental Protection Agency (EPA) is adding a diisononyl phthalate (DINP) category to the list of toxic chemicals subject to the reporting requirements under the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA). In this action, EPA is adding the DINP category to the toxic chemical list as a category defined to include branched alkyl di-esters of 1,2 benzenedicarboxylic acid in which alkyl ester moieties contain a total of nine carbons. The DINP category meets the EPCRA chronic human health effects toxicity criterion because the members of the category can reasonably be anticipated to cause serious or irreversible reproductive dysfunctions as well as other serious or irreversible chronic health effects in humans, specifically, developmental, kidney, and liver toxicity.” ~Federal Registry;

Federal Register :: Phasedown of Hydrofluorocarbons: Allowance Allocation Methodology for 2024 and Later Years;

Summary: EPA is amending the rule to allow certain provision of the American Innovation and Manufacturing Act. Some of the amendments include production and consumption allowances for 2024, and consumption baselines to reflect most recent data. For all detailed amendments please refer to Federal Register.;

Effective Date: September 18, 2023 (Instruction 3 and 13 effective October 1, 2024)


Federal Register :: Removal of Title V Emergency Affirmative Defense Provisions From State Operating Permit Programs and Federal Operating Permit Program;

Summary: EPA is removing their emergency circumstance / emergency affirmative defense provisions as the state operating permits are inconsistent with the Federal EPA standards.;

Effective: August 21, 2023


Federal Register :: Asbestos; Reporting and Recordkeeping Requirements Under the Toxic Substances Control Act (TSCA);

Summary: Finalized rule for a one time reporting requirement for all persons who manufactured, imported or processed asbestos and asbestos containing articles, including as an impurity. Information being requested includes presence, type, quantities (including mixtures) and asbestos containing articles that were processed, imported or manufactured, type of use, and employee data. Report is required four years from the date of the final rule publication (published on July 25, 2023)

Summary: Final action in determining that West Pinal County, Arizona is now a nonattainment area for particulate matter with diameter of 10 micrometers or smaller by its December 31, 2022 “Serious” area.;

Summary: ” This regulation establishes an exemption from the requirement of a tolerance for residues of N-(n-octyl)-2-pyrrolidone (CAS Reg. No. 2687–94–7) when used as an inert ingredient (solvent) in pesticide formulations containing prothioconazole as an active ingredient at a maximum concentration of 15% by weigh” ~ Federal Register
