Effective Date: February 5, 2021.;

Summary: EPA has determined that this final rule prohibits the distribution in commerce of 2,4,6TTBP and products containing 2,4,6 TTB at concentrations above 0.3% in any container with a volume of less than 35 gallons for any use. This rule also prohibits the processing and distribution in commerce of 2,4,6 TTBP and products containing of 0.3% by weight for use as an oil or lubricate additive, regardless of container size.;

Summary: Prohibits all manufacturing (including import), processing and distribution in commerce of HCBD and HCBD-containing products or articles. In addition there is knowledge of a unintentional byproduct of HCBD in the production of chlorinated solvents and that a limited amount will be placed in commerce and a byproduct of burning of waste fuel.;

Summary: The EPA is proposing the following items; Amend requirements for cell room fugitive mercury emissions to require work practice standards, and require monitoring. ;Under the MACT EPA is proposing to not require conversion to non mercury production technologies. Proposing standards for fugitive chlorine emissions from mercury cell chlor-alkali plants and addressing the applicability of thermal mercury recovery units when chlorine and caustic are no longer in production. The EPA is also reviewing electronic submissions for emissions standards for startup, shutdown and malfunctions, and similar reports.

EPA is proposing a maximum achievable control technology for the chlorine bypass stack. EPA is also proposing electronic submissions for performance test and evaluation reports.;
