Prevention of Significant Deterioration and Nonattainment New Source Review; Project Emissions Accounting (2020-23784; 85 FR 74890)

Summary: EPA is making revisions to the major New Source Review applicability regulations to clarify the requirements when to obtain a major NSR permit applies. The new applicability will be a two step process. 1. Does the proposed project increase emissions. 2. Does the project increase, the project would result in a significant net emissions increase.
