April EPA Federal Registry Updates

Effective date: April 1, 2026;

Summary: A final rule from the EPA about finalizing new leak detection and repair (LDAR) requirements for equipment leaks and heat exchange systems in accordance with the National Emission Standards for Hazardous Air Pollutants (NESHAP). The EPA is also adding standards for pressure relief devices (PRDs) and pressure vessels, plus reporting for notification of compliance status (NOCS) electronically for performance test reports and performance tests of non-flare air pollution devices (APCD). ;


Effective date: June 15, 2026;

Summary: A final rule from the EPA to establish applicable volumes and percentage standards for 2026 and 2027 for cellulosic biofuel, biomass-based diesel (BBD), advanced biofuel, and total renewable fuel. The 2025 cellulosic biofuel volume requirement is also getting partially waived and getting currently revised due to a shortfall in production. The removal of renewable electricity as a qualifying renewable fuel under the Renewable Fuel Standard (RFS) is being considered.;


Effective date: comments must be received on or before June 5, 2026;

Summary: A notice of availability on the draft CCL 6 (sixth Contaminant Candidate List) that includes 75 chemicals, 4 chemicals groups (disinfection byproducts (DBPs), microplastics, per-and polyfluoroalkyl substances (PFAS), and pharmaceuticals) and 9 microbes. This list of contaminants are thought to possibly be in public water systems and will need regulations under the Safe Drinking Water Act.;


Effective date: June 8, 2026;

Summary: A final rule from the EPA for finalizing technical changes to two aspects of the Emission Guidelines (EG) and New Source Performance Standards (NSPS) for Existing Sources for the Crude Oil and Natural Gas Source Category that was published in March of 2024. Changes to the vent gas net heating value (NHV) will also be altered for more continuous monitoring and alternative performance testing for flares and enclosed combustion devices (ECD).;


Effective date: April 10, 2026;

Summary: A final rule from the EPA to establish a maximum permissible level for residues of polyethylhexyl glycidyl ether polyethylene oxide copolymer (CAS Reg. No. 82780-16-3) when used as a wetting agent or surfactant on growing crops and raw agricultural commodities. The pre- and post-harvest limit is no more than 10% by weight of the pesticide formulation. This was submitted by Ashland Specialty Ingredients G.P. and is regulated by the Federal Food, Drug, and Cosmetic Act (FFDCA).;


Effective date: April 13, 2026;

Summary: A final rule from the EPA to revise the reporting period and move it 60 days following the effective date for Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) Reporting and Recordkeeping Rule (PFAS Reporting Rule).;


Effective date: comments must be received on or before June 12, 2026

Summary: A proposed rule from the EPA for revisions to the CCR dewatering structures and modifying the legacy coal combustion residual (CCR) surface impoundment. Site-specific considerations regarding the groundwater monitoring points of compliance, the cleanup levels for corrective action, and post-closure care are also under consideration.;


Effective date: April 17, 2026;

Summary: A final rule from the EPA to establish a maximum permissible level for residues of methoxyfenozide with its metabolites and degradates (CASRN 161050-58-4) that is found in or on the food and feed commodities. This was submitted by Petitioned-For Tolerances and is regulated under the Federal Food, Drug, and Cosmetic Act (FFDCA).;


Effective date: May 18, 2026;

Summary: A proposed rule from the EPA to approve a local rule for the generation of emission reduction credits (ERCs) through voluntary on-road mobile source emissions. This program allows for fleet owners/operators to generate ERCs by replacing existing fleet vehicles with lower emitting vehicles.;


Effective date: June 22, 2026;

Summary: A proposed rule from the EPA for standards for methanol from regulated emission points at crude oil and natural gas production facilities. Two alternative approaches are currently being proposed which involve the Agency not having any obligation to regulate previously unregulated emission points and new controls standards for said unregulated emissions points (acid gas removal units, transport vessel loading operations, and storage vessels without flash emissions at crude oil and natural gas production facilities, etc).;


Effective date: comments must be received on or before May 26, 2026;

Summary: A notice from the EPA to post rules about reversing the EPA 1991 Bevill regulatory determination that excludes phosphogypsum and phosphoric acid production process wastewater from RCRA Subtitle C hazardous waste regulations. The EPA is planning on denying the petition posted by the Center of Biological Diversity (CBD) and People for Protecting Peach River.;
