October Federal EPA Registry Updates

Effective Date: October 1, 2025;

Summary: A rule from the EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA) to establish a maximum permissible level for residues of amicarbazone (CASRN 129909-90-6). This pesticide can be found in or on sugarcane, cane, and molasses.;


Effective Date: comments must be received on or before November 17, 2025.;

Summary: A proposed rule from the EPA to recognize and adjust hazardous air pollutants that were previously unregulated according to the National Emission Standards for Hazardous Air Pollutants (NESHAP). There is also the proposal of revisions regarding startup, shutdown, malfunction and electronic monitoring requirements for the Secondary lead Smelting section 112.;


Effective Date: December 1, 2025;

Summary: A direct final rule from the EPA to extend the date for existing steam electric power plants for submission of their notice of planned participation (NOPP) for cessation of coal combustion.


Effective Date: comments must be received on or before November 3, 2025;

Summary: A proposed rule from the EPA to extend deadlines for “Supplemental Effluent Limitations Guidelines and Standards for the Steam Electric Power Generating Point Source Category” from 2024. This focuses on updating transfer provisions for better compliance alternatives and creating different applicability dates for paperwork based on site-specific needs.;

Summary: A proposed rule from the EPA for regulation changes under the Technology Transitions section of the American Innovation and Manufacturing Act of 2020. In specific restricting the use of certain hydrofluorocarbons in sectors that include, refrigerated transport, industrial process refrigeration/chillers for industrial process refrigeration in semiconductor manufacturing, retail food refrigeration systems for remote condensing units, and light commercial air conditioning and heat pumps. ;


Effective Date: comments must be received on or before November 10, 2025;

Summary: A notice from the EPA for reanalysis of the risk management rule for carbon tetrachloride (CTC) from the Toxic Substances Control Act (TSCA). Request for comments to solidify workplace exposure controls in further rulemaking.;


Effective date: comments must be received on or before November 24, 2025;

Summary: A proposed rule for the EPA to approve the state of Arizona’s state implementation plan (SIP) for the 2012 fine particulate (PM2.5 ) national ambient air quality standards (NAAQS). Arizona has previously updated their submittal with a primary standard of 12.0 g/m3 of PM2.5 while also ensuring emission activity into another state is regulated.;


Effective Date: comments must be received on or before November 28,2025;

Summary: A proposed rule from the EPA to amend the significant new use rules (SNURs) for a couple of chemicals that include one or more premanufacture notices (PMNs), a microbial commercial activity notice (MCAN), and other significant new use notices (SNUNs) that are all listed in the packet with appropriate identification details. New data allows for reconsideration of new amends for modifying notification requirements and other technical amendments to other SNURs as well.;
