September Federal EPA Registry Updates

Effective Date: September 3, 2025;
Summary: A final action from the EPA about withdrawing “Clean Water Act Effluent Limitations Guidelines and Standards for the Meat and Poultry Products Point Source Category” proposed rule from January 23, 2024. The EPA wants to add updates on more strict effluent limitations on total nitrogen, total phosphorus, new pretreatment standards for indirect dischargers and additional production thresholds for the subcategories in the rule.;

Summary: A proposed rule from the EPA about reopening the comment period and public hearing for the rule “Hazardous and Solid Waste Management System: Disposal of Coal Combustion Residuals from Electric Utilities; CCR Management Unit Deadline Extension Rule.”

Summary: A proposed rule from the EPA to approve the Nonattainment New Source Review’s (NNSR) for particulate matter with a diameter of 10 micrometers or less (PM10) in the West Pinal PM10 nonattainment area to assist with ambient air pollutant levels.;

Summary: A proposed rule from the EPA for revisions to the Maricopa County Air Quality Department (MCAQD) portion of the Arizona State Implementation Plan. This involves limits on emissions of volatile organic compounds (VOC) from architectural coatings from house paints, stains, industrial maintenance coatings, traffic coatings and other similar products.;

Summary: A proposed rule from the EPA for revisions to the Maricopa County Air Quality Department (MCAQD) portion of the Arizona State Implementation Plan (SIP). In regards to volatile organic compounds (VOC) emissions from solvent cleaning operations.;
Arizona Underground Injection Control Program: Class I-VI Primacy
Effective Date: October 15, 2025;
Summary: A final rule from the EPA to approve underground injection wells regulated under the Safe Drinking Water Act for Class I-VI wells under the UIC (underground injection control) program.;
Reconsideration of the Greenhouse Gas Reporting Program
Effective Date: comments must be received on or before November 3, 2025;
Summary: A proposed rule from the EPA to eliminate GHG (greenhouse gases) reporting requirements for all categories under 40 CFR part 98 excluding petroleum and natural gas systems and suspend program obligations until the reporting year 2034.;
Regulation under the Toxic Substances Control Act: Trichloroethylene; Compliance Date Extension
Effective date: interim rule is effective on September 15, 2025 ;
Summary: A temporary final rule from the EPA for regulation of trichloroethylene (TCE) under the Toxic Substances Control Act (TSCA) for compliance deadlines that were finalized in 2024. In regards to the use of TCE as a processing aid in the manufacture of nuclear fuel, disposal of TCE to wastewater by processors of TCE (industrial and commercial) and the downstream notification required to be present in Safety Data Sheets.;
Effective Date: Comments must be received on or before October 31, 2025;
Summary: A supplemental proposed rule for volume and percentage standards on four categories of renewable fuel under the Renewable Fuel Standard (RFS) program. The EPA is co-proposing additional volumes in 2026 and 2027 for complete 100 percent reallocation and 50 percent reallocation for SREs.;

Effective Date: December 2, 2025;
Summary: A direct final rule from the EPA for updates on special contracting methods for contracting officers from the Service Center Manager (SCM) to the Head of the Contracting Activity (HCA). This should improve efficiency and provide more direct decision making within the Agency.;
Toxic Substances Control Act: Procedures for Chemical Risk Evaluation
Effective Date: Comments must be received on or before November 7, 2025;
Summary: A proposed rule from the EPA to revise 2024 amendments to the framework for chemical risk evaluations under the Toxic Substances Control Act (TSCA).;
